I wonder if the power button is set to put the computer into sleep or stand-by, rather than use\e turn it off and on again? When I press my power button, I still have to choose whether to sleep or restart or shut off, unless I use the "panic button," method of just holding it down until the computer goes off. Jenny, try checking in Apple / System pref / power and see what the settings for it are.
