Hi.
The reason you're arrow keys aren't working is because you have quicknav turned 
on in VoiceOver. Press the left and right arrows together to turn it off.
May I suggest getting started with VoiceOver first? A good way to do that is to 
press control option command f8 to run through the voiceOver quick start.
