Wo!  so you're saying when in Safari itself command option l brings that
list up?  What I've been doing is command+option+F to reach the google
search, then just vo+right arrow over to it, and hit vo+space.

I guess I'm making that way harder than it has to be?

If you mean the Downloads list, you can still see it with Command Option L. 
I'm not sure what icon you're referring to.
