ok, yeah, I'll have to try that then. I knew that would work in the Finder
to pull up my downloads folder, but I wasn't aware it also worked in Safari
to actually bring that pop up window up.

Wo! so you're saying when in Safari itself command option l brings that
list up? What I've been doing is command+option+F to reach the google
search, then just vo+right arrow over to it, and hit vo+space.
I guess I'm making that way harder than it has to be?

If you mean the Downloads list, you can still see it with Command Option
L.
