Both of my machines always now speak on login, but when I upgraded my Macbook I 
was not hearing speech at login.  After selecting the option in System 
Preferences and enabling function keys in the keyboard prefs, I was then able 
to start VO at login by pressing command + F5 and turned up the volume as it 
was down to zero.  Since then it has worked every time.
