Hi Brian,

You answered my first question with respect to confirming your web navigation 
settings in VO Prefs.  My next suggestion is to look in the Tabs pane of Safari 
and make sure that the checkbox for making new tabs and windows active when 
clicked is checked.

I've not experienced this problem in my surfing as of yet.
