Hey ann and Tim, All of my settings were properly set, I have reported the issue to Apple, and they have responded as they were able to recreate the issue so I guess it will go on to the list of things theu will hopefully be fixing. I was not able to fix the problem by restarting, but I did toggle Voiceover off and then on with Command F5 and now everything is working fine. Just wanted to post this in case someone else has the issue and hopefully if this happens again toggling off and on will fix. amazing how much nicer it is to browse without first having to interact with the page.
