Here are the exact steps I take:
1:  Use the Mail command to hide all other windows.
2:  go to full screen
3:  Make sure the mailbox you want to move into the favorite bar isn't 
currently the open  mailbox
4:  Hope your notification center doesn't pop up during this process.
5:  Turn cursor tracking on
6:  Go  into your mailbox list and move to the mailbox you want to move
7:  Turn quick nav  on and move by character a few characters into the name of 
your mailbox.
8:  Press VO comma to select the mailbox for dragging
9: Leave  cursor tracking on
10:  go into the favorite bar and find the place you want to move your mailbox 
to.
11:  Press the VO shift f4 key to move the voiceover cursor to keyboard focus
12:  do not use the VO period key to complete the move.  Instead use the drop 
marked item  before voiceover cursor or drop marked item after  voiceover 
cursor command
I have been able to move mailboxes consistently into my favorites bar this way.

The best way I know to remove a mailbox from the favorites bar  is:
1:  Turn cursor tracking on
2:  Move to the mailbox you want to remove.
3:  Press VO command F5 to move the mouse cursor to the VO cursor
4:  Click and hold the physical mouse left button
5:  Move the mouse up and away until you hear a faint whoosh.
