Dunno about the Seratec Network but I know a lot of folks use the ClicktoFlash plugin to block flash from loading on pages. Seems to speed things up quite a bit. Then if you really do want Flash to load you can tell it to allow flash to load on that page. I don't know of anything that only loads accessible flash. Not sure how a plugin would determine that.

I do still have these questions though:

How come people use Chrome to watch audio described movies on the Seratec SAM 
Network or whatever it's called? Does that have anything to do with flash?

And what's the deal with those plugins that block flash but allow it if it's 
somewhat accessible or something? Are they at all useful to play flash movies?
