In system preferences, dictation is found under the "dictation and speech" 
button. Speakable items, the ability to speak program names, buttons, and so 
on, is under accessibility, the final entry in the table. Once you move to it, 
you will have three tabs; set up the options however you want, and you will, in 
theory, be off and running. The problem with this is that speakable items often 
fails to do what it is supposed to; I have used it before, but it seems to no 
longer work for me and I could not get it to work on a friend's mac at all. If 
you need a reliable program to do this, speakable items may not be right, 
unless there's something I missed. Unfortunately, I don't know about Dragon or 
any other apps. That said, dictation does work well and consistently, with 
similar punctuation commands to Siri. However, it is worth noting that it does 
require an internet connection to work; Dragon, I believe, runs locally.
