Hello Teresa, If you want to drag items the way a sighted person does, you'll need to turn trackpad commander off as the mouse cannot be found when trackpad commander is active.
If you want to find a way to drag&drop using trackpad commander, create a custom gesture for each of the necessary commands (Mark item for drag and drop, and Drop Marked Item on VoiceOver Cursor) would be the essentials.
