Hi, While I've not studied this directly, I have always been interested in linguistics. Under JAWS the phonetic symbols were never read -- not at all! Under VoiceOver, however, the symbols are actually described, according to the Wikipedia page on the International Phonetic Alphabet. It appears to describe the visual appearance of the symbols, which is particularly useful if you are in a phonetics or linguistics class. When you encounter the shwa, for example, you would know the way it is pronounced, but the teachers, etc. would refer to it by its name -- the shwa. As for other symbols, if they have another name besides their physical description, you would simply learn both, but since you would have the physical description there should be little to no confusion. The other option is to always relabel them, of course. As for me, I only wish I knew how to read the IPA chart. When I took a History of the English Language class in college, I didn't have access to VoiceOver, so I wasn't really able to participate in the IpA section. I did receive a IPA chart from the UK, but it was little help because it was more confusing than helpful.
I hope this helps some. Let me know if you need to know more and I can do some research for you.
