I think it does treat tracks purchased from the iTunes store much like apps in that you can go to "purchased" and then find the radio button that says "not on this computer" and download those purchased tracks to another device. Since I mostly rip CDs that doesn't help me much but the few tracks I did purchase from iTunes have now floated around to all the devices I have connected to my iTunes account.
