Hello Estelita, What Danny means is that the Control+F5 command sequence moves you between the title bar and the pane, depending on where your current focus is. Just as an example, if you have brought up the Preferences pane for an application with Command+comma, pressing Control+F5 will jump between the toolbar and the selected pane. As Colin mentioned, this is a general Mac keyboard shortcut for moving to the toolbar. If you use this you do not have to interact with the toolbar before you navigate to the various toolbar options and select them. And you can also use this to toggle focus between the selected pane and the toolbar.
This is one of the reasons that Anne Robertson and others who commented about teaching new Mac users stressed the importance of instructing them on the default Apple keyboard shortcuts that are not VoiceOver-specific. A lot of new users ask for a list of all VoiceOver keyboard shortcuts without realizing that Apple has built many standard shortcuts that are not VoiceOver specific into the operating system. And using the Control+F5 shortcut as a way of minimizing the need to interact with a toolbar has been around since this list started (i.e., there are references in the old list archives at the Mail Archive site that are at least 6 or 7 years old).
