I've never had that happen, but I imagine just grabbing an iTunes gift card and putting its balance on your account will take care of it. Deleting the app won't help since, once you buy an app, you own it forever, even if you don't have it installed on any of your devices at the moment. That's why I often buy apps on sale or free, since I will always own them even if they go up in price after I make the purchase and I won't pay any more for them than the low price they cost when I snagged them.
