Thanks.  Turned out I had the mike set to inline jack instead of the mike
that was plugged into that jack.  Apparently makes a difference.

Perhaps setting the volume without skype's intervention would suit your
purposes better. If you're in the table in skype that begins with skype
home, and goes to contacts, just press vo+j when you hear contacts, and
you'll be taken to the contact list table. You can then press "S" to get you
to the section of your list that has contacts beginning with that letter.
Vo+down to get to skype test call, vo+shift+M to invoke the contextual menu,
and press vo+space on call. You can then press cmd+shift+H to disconnect
when finished.

First, you need to go in to the prefs window by pressing command+coma.  Now,
you need to go to the audio devices tab.  You can get to this from the tool
bar.  Now, you need to stop interacting with the tool bar and VO right.  The
options are pretty self explanitory from there.  When a call comes in, i
just vo+right on the screen till I hear "answer".  Best way to do it for me.
