Yes it can, but you'd need then to get a cellular iPad, plus the app you use may charge you to have a phone number which landlines or other cell phones can call. Also, you cannot hold the iPad up to your ear, so if you are out and about you'd need to use the speaker/microphone in the iPad or carry a headset of some kind.
