Is that a VoiceOver setting or a system setting? As far as I know, VoiceOver can only change voices, whereas the language is just the system-wide setting. So, you would need to go to System Preferences by Pressing VO-M, VO-Space, typing s y, pressing VO-Space on System Preferences. Then go to language and text (assuming he is running Mountain Lion) by pressing VO-Right Arrow, Interacting by pressing VO-SHIFT-Down Arrow, navigating to language and text by pressing VO-Right Arrow several times, then pressing VO-SPACE to open this up.
