First of all, it's easier to get to language and text by pressing tab once you 
first open System Preferences and then pressing the letter l. Then open it by 
VO-SPACE.

However, I've been playing around with the settings here and and not sure I can 
achieve what you're trying to do. IN the languages tab, there's a table of 
languages which you can drag and drop to reorder. Changing the number one 
preference seems to produce some minor changes, but most of my computer remains 
in English even after changing my first preference to Indonesian and logging 
out and logging back in again. There are only a few minor words in some lists 
and things that actually change to Indonesian.

So, I'm sorry, not sure I can help much more here.
