You need to go in to systems preference if I am not mistaken it should be enabled by default. However I don't believe it is enabled by default in voice over. Go in to the voice over utility and one of the choices on the list is the track pad commander enable that. Many of the ways you use the phone will be familiar, but no it is not exactly the same.
