You can disable this behavior in System Preferences in the Security and
Privacy pane by disabling the need for a password when the computer wakes from
sleep. However, this tends to be a user call based on your environment. I use
my computers at home, so I don't feel a PW is needed to wake the systems.
However, if you are taking a laptop to work or school, it might be practical to
leave it at the default behavior.

Letting your computer go to sleep automatically is an entirely different
debate. I personally have it set so that I have to manually put my systems to
sleep. However, that is my choice. Some feel it's better to let the computer
go to sleep when not in use to save power and such. I will manually put mine
to sleep if I know I will be away from them for a time.
