Hi John, This sounds like the best solution. But, I also use NVDA, and it only 
allows for insert keys or capslock as modifier keys, so, rather than the scroll 
lock,  I remapped the capslock onto the Grave accent, and vice versa. So, now 
the capslock is on the grave accent key, and the grave/tilda key is on the 
capslock. I tested it out in windows7 and pressing grave and tilda is spoken as 
capslock and shift capslock, and pressing capslock with and without shift 
reports and prints the grave and tilda keys. I think this should work well 
setting both jaws and NVDA to use the capslock modifier. Plus, the grave key is 
only a few keys away from the original location which shouldn't cause any 
finger crunching problems.

  I have remap the grave accent key to the scroll  lock key within Sharkeys. I 
also set  the  Joskey from the caps lock key to the scroll lock key.  Within 
settings center, press control plus shift plus D then search for the word Jaws. 
  This will allow you to remap  your Joskey for the laptop keyboard layout from 
caps lock to Scroll lock.  This helps with not having to worry about the caps 
lock key being eaten by the Mack OS.

    Well, to solve all my problems, I have an Apple USB keyboard which I only 
use for Window environments.  I do not have a MacBook Air or any kind of lap 
top and just use my I Mac, 16 GB for Mac and 16 GB for windows.  No pauses, 
busy's or anything else to put up with.  When Maverick comes, then it's a 
format of my SSD although I haven't installed anything since I got my Mac in 
January.  It's like having two computers although it's only one!   Amazing.

and plug in a full sized Apple USB keyboard, keeping screen readers set to 
desktop layout, but that sounds a little weird.
