Alex,

Two things:

• If you enter only the time in the field, Numbers will automatically figure it 
out for you.  That is, enter 10:31 and Numbers will consider that cell a time 
entry.  If you want 7:36 pm, enter 19:36 and numbers will translate it for you 
or enter 7:36 followed by a space then the "pm" and Numbers will also 
automatically treat this cell as time.

• Regarding the entry of Date & Time in the cell, you need to fix this within 
the Inspector.  That is, choose the Date & Time format, but then navigate right 
and set the Date to "None" and then right again to set the Time to your desired 
format.
