Did you go in to General and explore some of the settings like the locking of 
your screen? Have you also read the IOS latest user guide or listened to any 
podcast regarding IOS 7? Just so we know what you have done to fix anything on 
your phone.

Jonnathan Mossen's latest book on IOS7 is a good resource. Perhaps you could 
write to Jonnathan or visit his website for more details as that tells you what 
is new with Voice Over.
