1. It seems to me the voices on iOS 7 are the same as on OS X 10.9. At least, 
certain new bugs in the Karen voice on iOS 7 have also appeared in the Karen 
voice in Mavericks.
2. If the voices are not the same, the settings other than the voices could be 
synced. E.g. speed, punctuation, etcetera.
3. This doesn't have to synchronise Macs with iOS devices. It could just be for 
syncing Macs with Macs, and iOS devices with iOS devices.
4. Yes, iCloud currently backs up VoiceOver preferences, but it doesn't sync 
them between devices. The fact that VO preferences are backed up to iCloud only 
makes this more possible. When I add a new keyboard commander setting on one 
Mac, for instance, the same should appear on my other Mac next time it connects 
to the internet.
