This sounds similar to a question I just recently answered on the Mac-access 
list.  Can you try changing your cursor tracking option in VoiceOver Utiltiy to 
"Mouse pointer follows VoiceOver cursor" and then going back to the Account 
link on that web page? (VO-F8, then Command-4 to Navigation, and navigate to 
the pop up, which may be set to "Mouse pointer ignores VoiceOver cursor").  
Then check whether you can navigate to the other menu options.  Alternatively, 
you may be able to get the menu options displayed without changing your 
navigation settings in VoiceOver Utility by routing your mouse cursor to your 
VoiceOver cursor with VO-Commad-F5 when you navigate to the Accounts link.  I'm 
not at my Mac, so I can't check this myself. However, it sounds as though the 
web page menu was designed with the "mouse over" feature, so that the list of 
menu options only displays when the mouse cursor is focused on the link.  I 
usually have my navigation set to "Mouse pointer ignores VoiceOver cursor", so 
I'd need to route my mouse cursor to my VoiceOver cursor to get these options 
to show.
