I've had the same thing happen, also with offline dictation enabled. For me, though, the problem is much worse as I lose all audio, or perhaps my Mac Mini just locks up, I'm not sure which. Either way, I avoid dictation nowadays, which is too bad as it really is nice when it works. I can go back to online dictation to see if the problem persists, but I hate either not having anything I say get transcribed, or having to do a hard shut down of the entire Mac, just because Dictation messed up.
