Your best friend for learning all about the Mac and VoiceOver is the help system. Press control option H. that brings up the VO help menu. I think that the getting started guide at the bottom of the list is the most helpful source for understanding VoiceOver and how to use it in Mac apps like safari etc. The appendices have tables of VO keyboard commands - they are laid out quite logically and its a helpful learning tool. All your basic questions can be answered by taking time to carefully read the guide.
