Unfortunately, you can't move icons like that. Using Zoom you can enlarge the 
screen, but icons will always fill home screens to the right and down. You can 
move icons wherever you like on Android, but not iOS. That said, you could 
always just have a bunch of folders or home screens with only a few icons each.
