You can definitely boot from an external drive. Plug it in and use System Preference > startup Disk to choose it, or hold down the option key during startup and arrow to the drive. Note that the latter option does not talk. I've never tried making multiple boot partitions outside of Bootcamp, so you may want to google that first (you are far from the first to want to do this). I see no reason it could not work, but then Apple sometimes places odd restrictions you don't see coming.
