If the OP did mean row adding announcements this is nothing new. Ever since 
Lion, when I started using the Mac, this has been an annoyance. It isn't just 
mail, either - any app where you are focused on a table, and that table gets 
updated, will cause Voiceover to speak the information "x row[s] added".
