Ok that is what I figured but wanted to check before we went ahead and did
it right htis second, smile. Well at least the process is easy enough to
start so will just wait until we have someone who can read the screen when we
do this then.

You will need sighted help. Voiceover can handle installations of mac operating
systems or updates just fine, but creating a VM is essentially installing
Windows, albeit on a virtual disk instead of a physical one. So, Voiceover
cannot see anything Windows does because Windows is its own operating system,
and so you will not be able to get speech feedback (thanks, Microsoft).

I did that recently, and it's really simple. You create a new VM, choose to
install from existing file or CD, then navigate to the iso when you are
prompted to open the location of the Windows install disk or file. Pressing
enter launches the process, and Windows installs. That's all there is to it!
