Don't know.  That's been happening to me even before 10.9.0 came out.  Come to 
think of it, that's been going on ever since IOS 7.0.0.  IF you ask me, I 
reckon there's a network issue at the Face time server end of things.  It'll 
fail and you have to call right back.  So, just to see what happens, I called 
my own Iphone with Facetime regular and Facetime audio on my Mac.  The first 
time both ways, Facetime failed, and, my iPhone failed to ring at all.  On the 
retry, it did.

This leads me to believe that Facetime fails because it just simply cannot find 
the device being called on the first go round.
