FWIW, with [1393]: The first vap, ath0 (also an AP) works correctly if I
bring the interface up and then start hostapd.
However, the hostapd is run with two config files so that it will manage
both APs. ath1 has the problem that if hostapd is brought up after ath1
is ifconfig'd up, it ends up with ath1 somehow ifconfig'd '''down'''.
That was the reason I had my startup scripts ordered so that hostapd
started first and then the interfaces were brought up.
I suspect a hostapd bug but I'll have to dig deeper.
In the meantime, a {{{ifconfig ath1 up}}} after hostapd starts works
around the problem.
