 yes, ath_hal was being loaded first.
 It remains loaded after the failure, so I unloaded that and wlan.

 So, wow. Let me do more testing. It seems like removing the wlan module
 before modprobing ath_pci did the trick. The thing is though, I have
 another wifi card in this laptop, a Prism 2.5, and I bet it is loading the
 wlan module for that device. Unfortunately, I am unaware of a way to
 completely disable the Prism 2.5 device, from the BIOS or otherwise.

 I will post back with more information after further testing...
