#771: [RFC] Modify the ticket reporting process

 It maybe is worth to send users who want to file a new ticket to a wiki
 page rather than directly to the page where they can fill in their report.
 This gives us the chance to explain some important things and guidelines
 (such as: "direct support requests to the mailing lists", "check if there
 is already a ticket that describes the problem you want to report" and so
 on) and probably reduces the amount if tickets we need to close as
 invalid.

 Another idea is to hide those ticket properties for anonymous users that
 are expected to be set/modified by developers only: the milestone and the
 assignment. [http://trac-hacks.org/wiki/SimpleTicketPlugin
 SimpleTicketPlugin] might be suitable for this task, but maybe needs some
 hacking for our purposes.
