In most countries the power limit refers to an EIRP level which includes
gain of the antenna, loss by used cables and so on. In addition, there
might be requirements to limit the output power for rates that use OFDM
modulation. Please refer to the regulatory documentation and make sure
that your claim is correct. If it is you should open a new ticket, type
"enhancement", providing more detailed information about this particular
thing.
