it is really legal here to use txpower of 20dBm or even more, what matters
, is EIRP level and that as Mike wrote inludes attenuation of cables,
antenna and stuff.
The regdomain issue is cause by that most of CM10 cards sold here -
especially by one company - are somehow "opened" - read , regdomain etry
in their EEPROM or whatever is used is changed to 96. Under this
regdomain, countrycode for CZ is not valid and thus HAL refuses to init
the card. Many CM9 cards are not "opened" like that. Another thing is ,
that imo CM9 nor CM10 is not capable to produce output power of 19 or
20dbm. And last, but not least, dude, better use better cables, better and
more directional - and thus with higher gain - antennas and etc. and set
txpower as low as possible, be kind to all around and improve quality of
link by improving reception , not the output. Another and last word about
legality, it is pretty complicated stuff. especially when you take into
consideration that, AFAIK, that 1W EIRP - in 5,4-5,7Ghz - is allowed only
upon condition, that radar detection and all 802.11h features - channel
hopping and blah blah - are properly supported and functional ...
