No, Fedora doesn't normally backport .18 patches to .17. The kernel is
2.6.18rc. But that is certainly _not_ 2.6.18 final, and therefore it
doesn't warrant a 2.6.18 version number until it _is_ final. In any case,
upstream kernel version numbering for rcs is pretty undefined. Think of
it as 2.6.17.99 :) Almost .18, but not until the final .18 is out.
