16 is the limit for Germany. You won be able to go above it unless you
change your country code. The restriction is coded in HAL, so there's
nothing that can be done in madwifi driver.
If you cannot set the country code via drivers, try using ar5k utility to
change the domain.
HAL will not let you use 100mW in any case, btw.
