What I see was that curRate = ni->ni_rates.rs_rates[ni->ni_txrate] & IEEE80211_RATE_VAL; gives for example the 2 *rate instead of rate. For example 22 instead of 11 or 4 instead of 2. The mode I tested with was 802.11b. I don't know if this is also true for other modes, but changing roamRate with "iwpriv ath0 rate11b xx" makes more sense if it xx is not 2*xx for changing the Roaming-Level. Hope this helps you to get a better roaming.
