Comment:
The kernel assert message is "fixed rate 108 not in rate set". 108 is 54
Mbps in 0.5 Mbps units, so it's the right value. The most likely reason
it's not in the table is because the table is momentarily empty. A very
similar problem is described for sample rate control algorithm in ticket
#162.
