#2019: multiple VAP's: mastermode, stationmode - master VAP stops working when

AR5212 + madwifi-trunk-r3635-20080517 + wpa_supplicant + hostapd：
The problem we met is that: We use both mastermode and stationmode on one
single card, when the stationmode can't connect to any AP, the mastermode
stops working.
