I now have to wonder if maybe this SBP is to do with a defective PCI bus
somehow. I have moved my XR2 into another machine, and have been running
it for a week now without any stuck beacons at all.

Unlikely. I have 3 sets of hardware, same setup, same problem. Looks more
like a bug in the HAL layer.
