Good idea. It would also give newcomers fair chance. Things should be still moving. Umm, not sure about this :-) My reason would be to make it fair for newcomers. We don't want inactive people sitting on the top of the list forever, right? Still, balancing the weight and add more sources seems more important to me at this time.
