I think Niels' point was that SMTP & email transfer is inherently insecure, and that having the council access an authenticated HTTPS site to download it; or have their SSH keys added to the *.maemo.org servers so they could SCP it off would be better. Indeed, the latter should be done for the next council to avoid such bottlenecks. Not asking for root, but user account access to perform such extractions and run things is pretty essential.
