Considering that a simple apt-get dist-upgrade (which a lot of people  
assume they can do safely) will land you in a reboot loop when the SDK  
repository is enabled, no, I don't think separating Tools and SDK is  
inappropriate.

My thought is that because the stuff in Tools is safe, and because it  
seems to be generally useful to a fair number of people, you might as  
well make it easier for those people to get to it by putting it in  
Extras.
