Right now, we have a very strict division between packages that are released by Nokia, and the rest. You can not update a Nokia package from the outside. At least not without making it terrible obvious that it is not just a mistake. If 'everybody' agrees that, yes, let's release updates to libhildon1 from Maemo Extras, then it can be done. But right now, I would say that this is far from business as usual. That's why I am emphasizing this.
