I don't think so, because of the non-NM behavior. After testing by removing the second domain from the DHCP server configuration, it works fine. It looks like dhcp-client used to allow the non-standard usage of putting multiple search domains in the domain field, but now that DHCP supports a separate multiple-domain list transfer item, it is showing unpredictable behavior with a multiple-entry single domain field.
