to clarify, "Suggests: drakconf" is a valid and real dependency in KDE's
install because the digital clock widget uses drakclock to set date and
time when the user ask "Adjust Date and Time".
Then why is this a suggest ?
because the clock widget is part of the default mga configuration panel,
but is not at all mandatory and can be removed from the panel by e.g. by
users that don't like it.
What happen if it is not here ?
IIRC, fallback to kde component.
